Answers
Absolutely. The majority of the meter boxes in our district are covered by leaves or full of dirt/water due to moles and rainwater. This is normal and every meter is read every month by a radio read laptop computer unless there are unusual circumstances preventing this. If so, a manual read will be performed. A manual read is performed at least once a year on all meters.
